Peking, August 7, 1907. WITH reference to my telegram No. 141 of the 16th ultimo, I have the honour to inform you that I am forwarding by bag to-morrow later information showing that the authorities at Nanking are seriously contemplating the establishment of an official opium monopoly. That such a measure would constitute an infringement of Article V the Nanking Treaty has been pointed out to the Viceroy by His Majesty's Consul, and I propose to bring this to the notice of the Wai-wu Pu, warning them that, the question being under the consideration of the two Governments, it is dangerous to allow provincial authorities to deal with it.
